DeVan, Principal and owner of CyQuest Business Solutions, Inc., brings over 23 years of HR related experience in employee benefits consulting and administration to the company.
DeVan is a proven leader as he's held high-ranking director level positions. For example, prior to starting CyQuest Business Solutions, Inc., DeVan was Director of the Southeast Region for Pension Benefit Guaranty Corporation (PBGC) where he was responsible for administering an annual Contract totaling $5,100,000.00. From 1995 through 2000, DeVan worked for a local Atlanta third party recordkeeper of employee benefit programs where he was Vice-President of Client Services. There he was responsible for the overall operation and administration of a variety of employee benefit plans including: health and welfare plans, FSA's, Section 132(f) transportation plans, and a variety of retirement plans including 401(k) plans, profit sharing plans, money purchase plans, ESOP's, and defined benefit plans.
DeVan acquired a B.S. Degree in Accounting and Marketing in 1983 from the University of Alabama—Birmingham. In 2003, he was awarded professional designations from the American Society of Pension Professionals and Actuaries (ASPPA). DeVan holds Qualified Plan Administrator (QPA) and Qualified 401(k) Administrator (QKA) designations as awarded by ASPPA.
Scott Cranford, SPHR, HR Outsourcing Director
Scott Cranford is an HR expert possessing over 25 years of directly related human resources outsources experience. Before joining CyQuest, Scott provided compensation and position classification expertise to a diverse group of industries including manufacturing and commercial real estate law firm. These entities include large companies such as Beers Construction, Johnson Controls and Attorneys Title Insurance Fund, Inc. Scott has expert experience designing and implementing base pay development plans for start-up companies. His compensation experience includes labor market data analysis and benchmarking, writing position descriptions, performing job position market pricing and evaluation, and regression analysis and implementation. His diverse experience includes designing incentive plans for sales, management and professionals as well as designing and providing change management processes and programs as well as training on performance management programs and HRIS systems. While at Yokogawa Corporation of America, Scott assisted with the design and implementation of the company's executive compensation plan. Scotts consulting assignments addressed and resolved specific issues in recruitment, organizational design, compensation, policies and procedures and FLSA (Fair Labor Standards Act). In addition, he has implemented succession planning for major companies such as Westinghouse Government Electronic Systems Division. Scott possesses excellent communication skills as demonstrated by chairing and conducting meetings and making presentations to all levels of management.
Scott obtained a B.A. Degree in Mathematics from Baylor University. He holds the Senior Professional in Human Resources ("SPHR") designation as awarded by Human Resources Certification Institute.
